This publication is the abstracts of the 17th Colloquium “Sustainable Decisions in Built Environment“. The 17th German-Lithuanian-Polish Colloquium was held on May 15, 2019 in Vilnius, Lithuania and organized by Vilnius Gediminas Technical University. The publication includes 1 introductory article and 25 abstracts of papers authored by international researches in civil engineering, sustainable development and multi-attribute decision making from seven countries who were in attendance at this international meeting. The manuscripts were presented during the colloquium, all papers were peer reviewed.

<summary type="text">The evaluation model of public buildings’ management  efficiency with emphasis on social aspect

Today, state enterprises and municipalities are concerned about the non-effective use of public buildings. The optimization of their quantity, efficient management by ensuring rational use of resources and protecting the societal needs are complex tasks, therefore require the decisions, which based on the application of new knowledge. The article proposes a new knowledge-based management model, an original set of criteria for assessing the efficiency of public buildings use. The task of applying this original criteria system for assessing the efficiency of the use of cultural buildings of the exact municipality has been solved. With the help of the new model, municipalities will expand the possibilities for impartial decision-making and evaluate the efficiency of end-use of buildings with respect to social benefit criteria. The results are applicable to public sector organizations, especially for municipalities with particular problems associated with the management of a large number of public assets

<summary type="text">Risks assessment model for the sustainable built environment  of finishing construction works

Construction works are among the riskiest activities in Lithuania. To develop a sustainable environment at a construction site, risk factors must be first identified and then eliminated. Each case of a construction site, construction conditions and the project environment is unique. Thus, risks must be individually assessed considering distinguishing features of the construction works and the environmental conditions. Consequently, preconditions exist for the development of a new risk assessment model comprising risk assessment norms, the construction project and conditions of the construction processes. Expert evaluation and the TODIM method were used for the risk assessment of finishing works. Two construction sites were used to assess construction risks related to finishing works. The article presents risk assessment results based on the riskiest job at a construction site of finishing works as well as the line of priorities of the riskiest workplace.

<summary type="text">The analysis of Web technologies for BIM model processing

Web based BIM platforms are powerful tools for the architects and constructors therefore there exists big amount of such projects around the globe. Each of them has own advantages and disadvantages therefore it is important to understand which platform brings more benefits for the users in relation to the BIM model processing and project management. For this purposes Web based BIM systems need to be analysed and compared by their tools and opportunities. This paper is presenting the results of such comparison in condition of WebBIM platform development with the purpose of better understanding of the further development way.
