Dose masses of bitumen and finite dosing mineral materials (imported fillers, reclaimed dust and hot fractions)&#13;
weighed by the dosing systems (batchers) of batch type asphalt mixing plant (AMP) shall guarantee that the&#13;
percentage component ((bitumen (B), mineral fillers (MF), fine aggregate (FA) and coarse aggregate (CA)) content in&#13;
all mixes of the hot mix asphalt (HMA) mixture batch meets the design content established in the job mix formula&#13;
(JMF). Batchers do not always weigh the doses of HMA mixture materials accurately and succinctly. Factual deviations&#13;
of component content from JMF and variation worsen HMA composition and properties. Statistical characteristics&#13;
suitable to evaluate the quality of HMA mixture are presented. Parameters showing the quality of HMA mixtures&#13;
produced in AMP in Lithuania are analyzed. The results of laboratory testing obtained from taking and analyzing&#13;
representative HMA mixture subsamples during the whole production period are presented. The analysis of column&#13;
diagrams and histograms showed that deviations of component content from JMF in hot mix asphalt produced in&#13;
modern AMP are frequently smaller than statistical deviations. It shows that broad intervals established in the standards&#13;
do not encourage to explore all structural and technological capabilities of AMP.

Rutting of asphalt pavements is a relevant problem the solution of which has been searched for by the specialists&#13;
of various fields. This article describes causes of rut initiation and development due to shear strains and presents&#13;
a theoretical model of the effect of geosynthetic materials on the functioning of asphalt pavements. The article&#13;
also describes the experimental road section and measurements of the rut depth from the day of the section’s construction&#13;
until now.

Availability of high-quality housing has always been one of the criteria of the prosperity, stability and progress of the citizens of any nationality. The issue raised in this study is to find out possibilities and options for the stabilization and renewal of the quality of physically and mentally outdated parts of the housing fund of Latvia, for dwelling. Today, the maintenance of technical condition of the housing fund of Latvia is a huge problem. Building of new houses constitutes insignificant part of the housing fund, so a special attention should be paid to houses built in 60s-70s of the previous century. A large proportion of residential buildings are both morally and physically outworn. The situation, which is characterized by completely missing restoration and replacement program of the housing fund to the suitable accommodation fund that is more energy-efficient and meets modern requirements for housing. Development of such programme shall be considered to be one of the main tasks of the improvement of the situation in the housing of Latvia. The change of the existing housing fund is unavoidable. Postponing consideration of this issue during the economic crisis is both lowering welfare level of the population as well as the living conditions of the inhabitants of Latvia. The authors researched and compiled possible options for the reduction of physically and mentally outdated parts of the housing fund of Latvia at the same time offering new construction capabilities as the alternative solutions for refurbishment and suggesting potential model for project financing. Values of economic indicators of different options concerning restoration and replacement of the existing housing fund with the constructions that are more energy-efficient and correspond to the requirements and needs of our modern society.

Rapid increase in the car ownership level in the towns of Lithuania cause environmental problems (noise, pollution, etc.). One of the ways to solve these problems would be a wider use of electric cars instead of usual cars. It is important to analyse and substantiate the optimal deployment of plug-in stations in accordance with the chosen criteria, the related problems and the possibilities. Vilnius was selected as a reference point for the installation and integration of plug-in systems for electric cars in Lithuania. For electric cars to be widely used, a plug-in network should be developed in towns. A pilot electric car battery plug-in and switch infrastructure network is planned to be developed in Vilnius until 2015. Different measures should be taken to motivate Lithuania’s citizens to choose green cars, namely: free parking of cars in the downtown area, partial compensation for battery charging, free entrance into the pay zones, free registration of a car, no road charges, etc. Three possible concepts were worked out for the integration of electric cars. In future these three concepts could be implemented and joint into a common electric car plug-in network.
