Lietuvos valstybinės reikšmės kelių priežiūros lygių nustatymo metodikos vertinimas ir tobulinimas

Abstract

Lietuvos valstybinės reikšmės kelių priežiūros lygiai šiuo metu nustatomi vadovaujantis kriterijais, kurių svoriai nėra moksliškai pagrįsti. Baigiamajame magistro darbe analizuoti pasaulyje taikomi kelių priežiūros lygiai ir jų nustatymo patirtis. Atlikta ekspertų apklausa, motyvuotai papildytas kriterijų, kurie turi reikšmingą įtaką kelių priežiūros lygio nustatymui, sąrašas. Vadovaujantis suderinta ekspertų nuomone apskaičiuoti visų kriterijų svoriai. Sudarytos rodiklių sistemos pagrindu atliktas dalies valstybinės reikšmės kelių tinklo priežiūros lygių ekspertinis vertinimas. Pasiūlyta metodika kelių priežiūros lygiams nustatyti, kuri galėtų būti taikoma visam Lietuvos valstybinės reikšmės kelių tinklui. Darbo apimtis 66 puslapiai teksto, 4 puslapiai priedų, 11 paveikslų, 31 lentelė ir 43 literatūros šaltiniai.

The levels of maintenance of Lithuanian state importance roads are currently determined based on criteria, however, the weights of such criteria are not scientifically based. In the final master's thesis, the worldwide practice was analysed, particularly the levels of road maintenance applied and the experience of determination of such road maintenance levels. An expert survey was conducted and the list of criteria that have a significant impact on determining the level of road maintenance was supplemented. The weights of all criteria were calculated based on a harmonized expert opinion. Based on the developed system of indicators, an expert assessment of the maintenance levels of a part of the national Lithuanian road network was performed. A methodology has been proposed to determine the levels of road maintenance, which could be applied to the entire Lithuanian national road network. Thesis consist of 66 pages of text, 4 pages of appendixes, 11 pictures, 31 tables and 43 bibliographical entries.
