Rangovų atrankos viešuosiuose ir privačiuosiuose konkursuose analizė

Abstract

Baigiamajame magistro darbe analizuojami rangovų atrankos ypatumai viešuosiuose ir privačiuosiuose pirkimuose. Darbą sudaro įvadas, trys pagrindiniai skyriai, išvados ir siūlymai, literatūros sąrašas ir priedai. Pirmoje dalyje apžvelgiami pirkimo procesų etapai ir rangovų vertinimo kriterijai, remiantis mokslinių šaltinių informacija. Antroje dalyje apžvelgiami viešųjų pirkimų rangovų atranką reglamentuojantys teisės aktai bei analizuojami internete pateikiamų pirkimų skelbimų pavyzdžiai. Remiantis pirmojo ir antrojo skyriaus informacija, trečioje dalyje sudaroma ekspertų apklausos anketa. Pirmoje anketos dalyje vertinamas pateiktų kriterijų reikšmingumas porinio palyginimo metodu, o antroje dalyje pateikiami klausimai rangovų atrankos ypatumams nustatyti. Pagal gautus rezultatus apskaičiuojamas vertinimo kriterijų reikšmingumas taikant AHP metodą. Darbo pabaigoje aprašomi gauti anketų atsakymai, pateikiamos baigiamojo darbo išvados ir siūlymai. Darbo apimtis: 62 puslapiai be priedų, 10 lentelių, 20 paveikslų, 42 bibliografiniai šaltiniai ir 1 priedas.

The final master's thesis analyzes the peculiarities of contractor selection in public and private tenders. The work consists of an introduction, three main chapters, conclusions and suggestions, references and appendices. The first part reviews the stages of the procurement process and the evaluation criteria for contractors based on information from scientific sources. The second part reviews the legislation governing the selection of public tender contractors and analyzes examples of online procurement notices. Based on the information in the first and second chapters, the third part consists of an expert questionnaire. The first part of the questionnaire assesses the significance of the presented criteria by the pairwise comparison method, and the second part presents questions to determine the peculiarities of the selection of contractors. Based on the obtained results, the significance of the evaluation criteria is calculated using the AHP method. At the end of the work, the answers to the questionnaires are described, the conclusions and suggestions of the final work are presented. Thesis consists of: 62 pages without appendixes, 10 tables, 20 figures, 42 bibliographical entries and 1 appendix.
