Megaįvykis kaip katalizatorius: apleistų teritorijų urbanistinė regeneracija Vilkpėdėje ir Paneriuose

Abstract

Baigiamajame magistro darbe tiriami megaįvykio planavimo iššūkiai ir tendencijos miestų urbanistinėje struktūroje, o Vasaros olimpinės žaidynės (toliau VOŽ) pasirinktos kaip vienas iš megaįvykio reiškinių (globalizacijos kontekste). Pastarasis atskleidžiamas ir kaip miesto planavimo įrankis, gebantis katalizuoti merdinčias miesto zonas, jas integruojant į miesto audinį bei formuojant naują jų įvaizdį. Darbo tikslas – remiantis VOŽ reiškinio šiuolaikinėmis planavimo tendencijomis sudaryti trūkstamos sporto infrastruktūros įgyvendinimo strategiją Lietuvai bei parengti urbanistinės regeneracijos siūlymus Vilniaus mieste esančioms potencialioms, tačiau šiuo metu apleistoms, miesto teritorijoms VOŽ renginio įgyvendinimui. Darbe sudaromi Lietuvos ir kaimyninių šalių VOŽ rengimo modeliai ir reikiamos infrastruktūros apimtys bei galima strategija. Remiantis jau įvykusių žaidynių patirtimi kaip metodiniu įrankiu ir projektavimo gairėmis, pasiūlomas infrastruktūros sklaidos planas Lietuvoje ir Lenkijoje organizuojamoms VOŽ, identifikuojamos apleistos miesto teritorijos Vilniaus urbanistinėje struktūroje ir jų galimybės realizuoti nustatytą poreikį. Sostinei skirtą programą pasiūloma išpildyti Vilkpėdės ir Panerių pramoninėse teritorijose. Katalizuojančių objektų pagalba sudaroma urbanistinė regeneravimo strategija, nukreipta į kompleksišką esamos infrastruktūros atnaujinimą ir panaudojimą bei į gyvybingą, tvarų ir pilnavertį teritorijos vystymąsi tiek paties įvykio metu, tiek po jo. Baigiamąjį darbą sudaro tekstinė byla, grafinė medžiaga, urbanistinės koncepcijos ir detalizuojamo fragmento maketai. Tekstinę bylą sudaro šios dalys: įvadas, analitinė-metodinė, eksperimentinė-tiriamoji, eksperimentinė-projektinė dalys, išvados, literatūros ir kiti sąrašai bei priedai (iš viso 108 psl. be priedų, 72 iliustracijos, 9 lentelės, 57 bibliografiniai šaltiniai).

The final Master's thesis investigates the challenges and trends of mega-event planning in the urban fabric of cities, with the Summer Olympic Games (hereinafter SOG) chosen as one of the mega-event phenomena (in the global perspective). The latter is also revealed as an urban planning tool capable of catalysing declining urban areas, integrating them into the urban fabric and shaping a new image for them. The aim of the thesis is to draw up a strategy for the implementation of the missing sports infrastructure in Lithuania based on the contemporary planning trends of the SOG phenomenon and to develop urban regeneration proposals for potential, but currently neglected, brownfields in Vilnius for the implementation of the SOG event. The work includes models and scopes of the required event infrastructure and a possible strategy for staging the Games in Lithuania and neighbouring countries. Based on the experience of the existing Games as a methodological tool and design toolbox, a Games masterplan in Lithuania and Poland is proposed in combination with the identification of brownfields in the urban fabric of Vilnius and their potential to accommodate the needed programme. The venue programme for Vilnius is proposed to be fulfilled in the industrial areas of Vilkpėdė and Paneriai by creating an urban regeneration strategy through catalytic objects aimed at the comprehensive renewal and use of the existing infrastructure and the viable, sustainable and complete development of the area, both during the event itself and afterwards. The final thesis consists of a text file, graphic material, models of the urban concept and the fragment to be detailed. The text file is comprised of introduction, analytical-methodological, experimental- investigative, experimental-design parts, conclusions, references and other lists and appendices (108 pages in total, without appendices, 72 illustrations,9 tables, 57 bibliographical references).
