Miesto vertinimas darnos aspektu

Abstract

Darbe nagrinėjama darniosios plėtros, kaip subalansuoto proceso, atsiradimo priežastys bei vystymasis, šio proceso svarba planuojant tolesnę miestų plėtrą. Nagrinėjant miestų tvaraus vystymosi procesą, apibendrinama miestų vertinimo darnos požiūriu svarba ir metodai. Miestai plėtros darnumo savybės neįgyja savaime, tai gali užtikrinti tik strategijos kūrimas bei įgyvendinimas ir tikslingas plėtros valdymas – Lietuvoje plėtra numatoma miestų bendruosiuose planuose. Bendrasis planas atspindi viso miesto visuomenės interesus ir sudaro galimybę siekti darniosios plėtros. Tuo tikslu, taikant variantų prioriteto nustatymo pagal artumo idealiajam taškui kriterijų metodą (TOPSIS) ir urbanistinės struktūros elementų erdvinės sąveikos tyrimus buvo įvertinta Utenos miesto darna pagal esamą būklę. Remiantis ląstelinės plėtros modeliu ir ArcGIS programos pagalba įvertinta Utenos miesto bendrojo plano teritorinės plėtros sprendinių įtaka tolimesnei miesto radai ir darnos siekiui. Darbo pabaigoje pateikiamos baigiamojo darbo išvados ir siūlymai. Darbą sudaro įvadas, 4 skyriai, išvados, literatūros sąrašas ir priedai. Bendra darbo apimtis – 95 puslapiai teksto be priedų, 34 iliustracijos, 18 lentelių, panaudoti 83 literatūros šaltiniai, 7 priedai.

The paper examines the causes for the emergence of sustainable development as a sustainable process, and the importance of this process in planning the future development. The evaluation and methods used to assess the city's sustainability are summarised in order to examine the city's sustainable development. Cities do not obtain the feature of sustainability by themselves, this can be only guaranteed by the creation of strategy, its implementation and appropriate management of the development – in Lithuania, the development is provided in the general plans of the cities. The general plan reflects the interests of the city's society and makes sustainable development possible. Due to this, applying the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) and the research of spatial interaction between the urban structure elements, the sustainability of Utena was assessed, taking into account its current condition. Based on the cellular development model and the ArcGIS program, the influence of the territorial development solutions of Utena general plan, to the further development of the city and its sustainability was determined. In the end of this Thesis, the main conclusions and suggestions are provided. The Thesis consists of these sections: preface, four chapters, conclusions, reference list and supplements. The extent of this work – 95 pages of text without supplements, 34 illustrations, 18 tables, 83 literature, 7 supplements.
