LR Vyriausybės kompleksas Vilniuje

Abstract

Baigiamojo magistro darbo tikslas yra suprojektuoti LR Vyriausybės architektūrinį kompleksą. Darbą sudaro tiriamoji ir projektinė dalys. Vyriausybės institucija pristatoma per politologijos, politinės filosofijos, sociologijos ir architektūros tipologijos prizmę. Darbe apibūdinama LR Vyriausybės institucijos sąranga, kurią sudaro 14 ministerijų ir Ministro pirmininko tarnyba. Pasiūlomas alternatyvus komplekso organizacijos modelis, kuris lyginamas su vyriausybinių kompleksų analogais. Parinkta ir išnagrinėta teritorija šiam kompleksui suprojektuoti. Suformuluota atviro, sutelkto ir centralizuoto LR Vyriausybės komplekso koncepcija „Agora“. Suprojektuota biurokratinė platforma biurokratiniam aparatui: sukurtos valdininkų darbo vietos. Remiantis koncepcija „Agora“, suformuota integruota viešoji erdvė po „pakelta“ platforma. Kaip funkcinis bei konstrukcinis ryšys, projektuojamos „kojos“ - visuomeninių bei aptarnaujančių funkcijų korpusai, laikantys platformą pakeltą. Komplekso atvirumas ir integralumas yra grindžiami platformos, visuomeninės funkcijos ir aikštės elementų sąveika. Pristatomas bei pateikiamas pagal tyrimo išvadas parengtas LR Vyriausybės komplekso projektas.

The aim of this master thesis is to design an architectural building complex of the Government of the Republic of Lithuania. The paper consists of analytical and project parts. The institution of government is introduced from a perspective of political science, political philosophy, sociology and architectural typology. The work describes the organization of the Government of the Republic of Lithuania, which comprises 14 ministries and the Office of the Prime Minister. The alternative organization model of the institution is suggested. It is compared to analogous government complex buildings. In order to design this building complex, a particular territory has been chosen and analyzed. The concept “Agora” is proposed, which suggests openness, concentration, integrity and centralization of the Government of the Republic of Lithuania. Bureaucratic platform which comprises the overall bureaucratic apparatus – workplaces for officials – has been shaped. In accordance with the concept of “Agora”, integrated public space under the “lifted” platform has been framed. As a functional and constructional linkage, “legs”, which act as blocks of public and service functions, have been designed. They support the “lifted” platform. The openness and integrity of the building complex are based on the correlation between elements of the platform, social function and square.
