Lietuvos Respublikos ūkio ministerijos Europos Sąjungos lėšomis finansuojamų verslo srities priemonių socialinės naudos vertinimas

Abstract

Privatūs ūkio subjektai, siekdami finansinių ir ekonominių tikslų, dažnai atsiriboja nuo visuomeninės naudos kūrimo ir šį tikslą priskiria vyriausybinio sektoriaus atsakomybei. Darbe tiriama socialinės naudos samprata, nustatomi socialinės naudos vertinimo kriterijai ir jų pagrindu analizuojamos Lietuvos Respublikos ūkio ministerijos Europos Sąjungos lėšomis finansuojamos priemonės verslui. Įvertinus Europos Sąjungos investicijų administravimo procesus bei daugiakriteriais SAW bei TOPSIS metodais agregavus ekspertinio socialinės naudos įvertinimo rezultatus, pasiūloma į Europos Sąjungos investicijų administravimo procesą integruoti įrankį, kuriuo būtų sukuriama finansavimo grandinė, jungianti socialinę naudą kuriančias bei finansinę ir ekonominę naudą generuojančias verslo priemones. Įrankio praktinio pritaikymo galimybių analizė ir efektyvumo simuliacija kontrafaktinės analizės vertinimo metodo principu patvirtino, kad, taikant siūlomą įrankį, įgyvendinami verslo projektai užtikrintų didesnę socialinės naudos kūrimo apimtį, kartu neapkraunant projektų vykdytojų papildoma administracine ir finansine našta. Darbą sudaro trys skyriai. Pirmame skyriuje analizuojami Europos Sąjungos investicijų administravimo procesai, socialinės naudos samprata ir jos vertinimo kriterijai. Antrame skyriuje atliekama teisės aktų turinio analizė, ekspertinis vertinimas, rezultatams agreguoti taikomi daugiakriteriai vertinimo metodai. Trečiajame skyriuje pateikiamas siūlomo socialinės naudos kūrimo įrankio modelis, atliekama praktinio efektyvumo simuliacija. Pabaigoje pateikiamos išvados ir pasiūlymai. Private business projects seek financial and economic goals but dissociate from the creation of a public goods and attribute this goal to the responsibility of the government sector. The investigation examines the concept of social benefit (public goods), defines social benefit assessment criteria and analyses the measures for private business, financed by the European Union funds of the Ministry of Economy of the Republic of Lithuania. Analysis results was tested by experts with multi-criteria methods of SAW and TOPSIS. New \"financing chain\" instrument, linked to increase generating of social benefit, was proposed to integrate for the European Union's investment management process. The analysis of the practical application of the financing chain instrument and the simulation of effectiveness by the method of the counter-factual analysis method have confirmed that the implementation of the proposed financing chain instrument would result in the implementation of private business projects with a higher level of generating of social benefits, without generating the additional administrative or financial burden on the project owners. The investigation consists of three chapters. The first chapter analyzes the processes of European Union investment management, the concept of social benefits and its evaluation criteria. The second chapter deals with the analysis of legal content, expert evaluation, and multi-criteria assessment methods applied to aggregate results. The third chapter presents the model of the proposed social benefit generating instrument, and simulates practical efficiency. Finally, conclusions and suggestions are presented.
