A universal method of statistical analysis, used in building codes is proposed. It is applied in designing, inspecting, evaluating and strengthening of local (in respect of place and time of execution) sets of members (LSM) such as critical sections, zones of structures and foundations, for securing a prescribed resistance (strength, stiffness, etc) reliability during the service period. The method provides for a precise determination of LMS, the collection and application of representative statistical information on the absolute minimum of a random process of safety margin of the sets of members taking into consideration the amount and accuracy of measurements in collecting statistical information. Essential simplification of the analysis of LMS resistance reliability with time without decreasing accuracy and universality of the analysis facilitated its introduction into the engineering calculation. A representative statistical analysis problem formulation is presented.eng
