Abstract

In the beginning of the article the experience of European countries in subsidizing unprofitable local regular transportation of passengers is reviewed and an analogical order in Lithuania is analysed. Then the author gives a new technique of financing regular communication by buses. The financing consists of two parts: compensation for the carrier who does not get any income from passengers with compensations for passenger transport (this privilege is provided by law) and from subsidies that are given to repay the expenses due to the rate of transportation which is lower than its cost. Subsidies must be legalized in Lithuania. In this article ways of introducing finansial measures are given. Drivers for passenger transport must be selected by competition. The driver who has won the competition must make a contract with a customer, e.g. with local authorities dealing with the transportation of passengers. The principles presented in the article have been approved by the Ministry of Communication of the Republic of Lithuania.
