Viešojo sektoriaus institucijų strateginis planavimas

Abstract

Viešojo sektoriaus institucijų veiklos kokybė lemia valstybės socialinę ekonominę būklę, įvaizdį ir konkurencinius gebėjimus, galimybes naudotis pasaulio mokslo ir technologijų laimėjimais, politinių ir finansinių institucijų parama. XXI amžiaus pradžiai būdingų transformacijų kontekste svarbi priemonė institucijų veiklos efektyvumui ir jų indėliui į socialinę ekonominę valstybės plėtrą didinti yra strateginis planavimas. Monografijoje jis traktuojamas kaip institucijų veiklos suderinamumo su jos aplinka galimybių nustatymo, panaudojimo ir plėtojimo sistema, jungianti tikslinės orientacijos formavimą, tokios orientacijos įgyvendinimo strateginių sprendimų rengimą, priėmimą ir jų įgyvendinimo planavimą, atsižvelgiant į institucijos aplinkos ir išteklių analizės bei vertinimo rezultatus. Monografijoje viešojo sektoriaus institucijų strateginio planavimo ciklas nagrinėjamas sisteminiu požiūriu, pradedant planavimo metodologija ir baigiant siūlomų modelių bei metodų taikymui reikalinga intelektine sprendimų parama. Monografija skirta strateginio valdymo akademinei auditorijai, taip pat viešojo valdymo institucijų vadovams ir specialistams.

Strategic planning in public institutions is considered to be one of the most effective means of gradual state development. The significance of strategic planning is based on the fact that it creates preconditions to stimulate the processes of development of activity in institutions and the economy of the country as well as to ensure their purposefulness by revealing, distributing, using and developing the potential of the activity of the institutions. Therefore, defining of the components of the model of strategic planning in institutions, formation of their content, improvement of methodological and informational provision for fulfilment of the planning objectives, application of the theoretical potential of strategic planning are a frequent subject of scientific research, often - the topic of scientific discussions. In order to apply strategic planning as a sophisticated means in public institutions we carried out systemic researches which so far have not been done. The goal of the researches generalized in the monograph is to analyse the methodological potential of strategic planning created by foreign and Lithuanian scientists in terms of systematic approach and to prepare an effective system of strategic planning in institutions, application of which would guarantee to the users working in the environment of progressive information technologies a rational formation of a strategic setting, making justifiable strategic decisions and preparation of a plan of action for their implementation as well as monitoring implementation of the approved plan. In order to achieve this complex aim adequate tasks were set, achievement of which is revealed in six chapters of the monograph.
