dc.description.abstractMany legal documents have been drafted during the recent years in Lithuania. Some of them regulate spatial planning (town and regional planning, building, restauration of architectural monuments). Regulation of spatial planning is a new kind of activity for Lithuanian architects and town planners. Is it a result of the restoration of independence of Lithuania? Some circumstances prompt that it is something more. a) The discussions on the documents show that not only a model of organisation of the activity exists. Organisation of spatial planning is a problem in itself. Many issues have been discussed and solved but, possibly, not all. It is necessary to observe an enforcement of the passed documents and to optimise them when necessary. b) The history transforms the elements of life. Some elements change faster, some changes are slower, but all changes are increasing. It is possible that not only the changes of architectural ideals but also more fundamental changes - the changes of spatial planning activity - will occur during the lifetime of one generation. We have to transform the activity of spatial planning by increasing the speed of history. All these circumstances lead to a conclussion that the self-regulation of a society in spatial planning must be treated not as single event but as a new constant element of life.
