dc.description.abstractThe aim of this article is the analysis of Lithuanian road infrastructure in the EU context, the TINA (Transport Infrastructure Needs Assessment) process and planning of investment. So it is the analysis of Transeuropean network conception, the review of the Lithuanian road infrastructure (technical) situation. An attempt was made to define the real needs of investments and the possibilities of realisation of the TINA programme up to determined time limit - 2015. In 1996, by the initiative of the European Commission, the Transport Infrastructure Needs Assessment Process (TINA) has been started. The Working Group of High Officials (TINA Group) was organised. It consists of representatives from EU member countries and 11 candidate countries. The purpose of the TINA process is to establish real needs of the countries for transport infrastructure which would facilitate a successful integration into the European transport network. Lithuania, as many accession countries, is included into the TINA process because of two transport corridors of international significance that cross the territory (Corridor No.I with branching off IA and Corridor No.IX with branching off IXB and IXD). The realisation of TINA programme in Lithuania will require investments of about 2.3 mlrd. EURO. There is recommendation in the TINA Report to assign under 1.5% DGP for transport infrastructure, so that all planned means will be realized by 2015. The EU expects that the ISPA Instrument (Instrument for Structural Policies for pre-Accession) will render direct (and gratuitous) support to the TINA infrastructure network from 2000 to 2015. It is a large financial support for our transport sector. From Lithuanian side we are obliged to ensure the expedient employment of these means.eng
