Economic, social, technological and other processes are characterized by parameters associated with the type of activities, expansion, strategic potential, etc., the weight of which should be known or determined (when necessary). These parameters or attributes are usually hierarchically structured, i.e. they are dependent on other partial (constituent) attributes A major goal of research is to determine to what extent the weight of attributes of the first (the highest) hierarchical level depends on hierarchically structured partial attributes composing them, as well as to show their dependence on the complexity of this structure and the impact of partial attributes of any level on the attributes of the highest level. A system of identification of the attribute indices is suggested which enables us to build and describe an hierarchical structure having only the indices of the attributes belonging to one lowest level. The authors suggest the methods of determining the attribute weight relying: a) merely on the complexity of the structure of attributes; b) on the weight of partial attributes or their evaluation by experts. The methods of quantitative evaluation of the hierarchically structured attributes relating to economic issues are suggested by the authors. Based on the Saaty’s approach, they analysed the problem how the weight of attribute integrates the weight of partial attributes belonging to different levels of the above hierarchical structure.eng
