Aplinkos kokybės ekologinis, ekonominis ir kultūrinis vertingumas

Abstract

Straipsnyje aptariarnas aplinkos kokybės fenomenas vartotojiškos visuomenės sąlygomis. Pabrėžiama, kad vartotojiškos visuomenės ir gamtos santykiai visada buvo konfliktiški, tokie jie liko ir mūsų laikais. Nepaisant įvairių gamybą "ekologizuojančių" įstatymų, visuomenė ne tik vis jautriau reaguoja į neigiarnos įtakos turinčius firrnų veiksmus, bet ir vis aktyviau reikalauja aplinkos kokybės. Be jos neįsivaizduojama ne tik žmogaus ekonominė ir kultūrinė gerovė, bet ir apskritai ateitis. Tačiau problema ta, kad rinkos sąlygorrds už kokybę reikia mokėti brangiau - tuomet galima ir rinktis. Tačiau viešoji nuomonė teigia, esą ",kokybė" turi būti prieinama visiems, t. y. kiekvienas turi teisę rinktis, nesvarbu, kad ne visi turi galimybių mokėti už ekologinį saugumą. Būtent čia ir kertasi demokratinės valstybės ir rinkos nuostatos. Teigiama, kad aplinkoš kokybė nėra taip paprastai išmatuojamas ir įvertinamas dalykas. Remiantis gamtos parko pavyzdžiu, išskiriamos trys aplinkos kokybės dimensijos - ekologinė, ekonominė ir kultūrinė. Atskleidžiama jų svarba ekonominiam ir kultūriniam aplinkos kokybės vertingumui.

Public politics of the democratic state is oriented so that the quality of environment (ecological well- being) would be not only stated, but also accessible to all citizens. At first, the quality of the environment is an universal treasure (like economical and cultural, not of a single man) and it is directly related to the public life and it's future. Secondly, health of the citizens depends on it, and it is one of the most vitally important treasures of the individual and society. Thirdly, the economical and cultural well-being of the society mainly depends on it. However, exactly here the attitudes of the national public politics tight against the market, which maintains, that everyone must pay for the quality, after what you can choose.The quality of the natural evinronment is defined by three dimensions - ecological, economical and cultural. It is shown in the article, that even if those three dimensions are interdependent, they also express different aspects of value. The ecological walue of the environment quality depends on the dimension unblemished and unique work of the ecosystem secured. Economical value - depends on how efectively this environment is used, how much can it lend services, mostly needed for the visitor, related with the cognition of natural objects and acquirement of new experiences. Cultural value is defined by two essential things. At first, they are natural objects themselves, related with significant historical events which are not inherent from them, in this way they are becoming valuable in the eyes of the society like having not only aesthetic, but also spiritual and historical value. Secondly, it is the institutional environment of the security of natural objects. It is shown, that the more efectively environment protection institution functions, it manages to lend desirable services for the visitors, the more is the ecological, cultural and economical value of it, as an institution is growing up.
