Although psychological and social well-being of the elderly has been analyzed extensively in the world, research on welfare differences in different areas is not sufficient. However, research on these differences in the pre-retirement (55-64 years) and retirement (65-80 years) age population is relevant from the scientific and practical point of view. Social exclusion of the older people can vary because of different employment, education, freedom of expression, participation in community life, connection with nature, and other possibilities. In order to reduce the social exclusion of the elderly, it is important to understand the characteristics and scope of the exclusion in different environments. The potential of society is limited by time and space. After retirement, many workers are, in fact, left outside the active sphere of life. The proportion of age-related workers remains significant and it is not always possible for them to exercise their rights and work until they become physically incapable. The novelty of the researchh lies in the formation of the concept of increasing the social potential of the older generation based on the identification of life strategies and preferences. The authors analyze the life attitudes of the older generation and identify the concept of credibility of the state. The authors note that credibility of the state should be based on uniform trust in the state at different ages, which forms an integral picture of the ongoing social contact between the state and the population. The practical significance of the study is determined by the possibility of applying the results in state development programs. The authors display that the central meaning should be given to aligning positions regarding the admissibility of a social contract in various groups of population.eng
