Senyvo amžiaus žmonių stacionarios globos paslaugų efektyvumas

Abstract

Darbo tikslas - išanalizuoti skirtingo savarankiškumo lygio pagyvenusių žmonių grupėms teikiamų senyvų žmonių stacionarios globos paslaugų (SSGP) kaštų efektyvumą, ištirti, ar racionaliai paskirstomi riboti SSGP ištekliai, o gaunama nauda atitinka paslaugų gavėjų poreikius. Pateikiami reprezentatyvūs kompleksinio ekonominio ir socialinio senyvo amžiaus žmonių globos įstaigų teikiamų paslaugų tyrimo, atlikto 2001-2002 m., duomenys. Tyrime nustatyta, kad pagyvenusių žmonių globos Įstaigų klientų struktūra yra nevienalytė ir skiriasi pagal savarankiškumo lygį. Įvertinę tyrime dalyvavusių ekspertų nuomonę bei užsienio autorių teiginius, nustatėme savarankiškų ir riboto savarankiškumo asmenų grupei teikiamų paslaugų struktūrą, išskyrėme du šioms asmenų grupėms teikiamų SSGP rinkinius (paslaugų krepšelius) - apgyvendinimo ir specialiosios globos. Remiantis darbe atlikta SSGP ekonominio efektyvumo vertinimo analize galima daryti išvadą, kad pagrindinė šalies SSGP optimalaus išteklių paskirstymo problema - nepakankamas SSGP taiklumas esant skirtingam asmens savarankiškumo lygiui.

Work objective - to analyse the cost efficiency of the institutional care services for elderly people in different levels of their self-sufficiency as well as to find out whether limited resources are rationally distributed and the gain from the services satisfy the needs of the service receivers. Representative findings of socially and economically integrated research on the services provided by care institutions for the elderly, carried out in 2001 - 2002, are introduced in the article. The results of the survey showed the significant differentiation of care institutions for the elderly according to the structure and the level of self-sufficiency of the clients. In consideration of the opinion of foreign authors and local experts, the structure of care services for self-sufficient individuals as well as for people with limited independence was determined. Two care service packages - settlement and special care for the elderly were distinguished. According to the findings of the research the main conclusion was formulated - the main problem of the resource distribution in institutional care services is insufficient targeting of the services for the clients with different levels of self-sufficiency.
