Tiesioginių užsienio investicijų poveikis ekonomikos plėtrai Lietuvos ir kitų Baltijos šalių pavyzdžiu

Abstract

Disertacijoje nagrinėjamos tiesioginių užsienio investicijų (toliau – TUI) poveikio ekonomikos plėtrai vertinimo problemos. Kaip liudija įvairūs tyrimai, šalių ekonominės politikos, skatinančios užsienio kapitalo srautus, ne visada tinkamos: kai kuriais atvejais TUI neigiamai veikia šalies šeimininkės ūkį, o kai kuriais teigiamą TUI poveikį keičia neigiamas. Šios disertacijos tikslas – pagrįsti požiūrį į TUI reikšmingumo vertinimą, atskleisti ir apibendrinti TUI poveikio ekonominei plėtrai kitimo atvejus bei pasiūlyti modelį, kurį naudojant būtų galima kiekybiškai įvertinti bei prognozuoti užsienio kapitalo srautų poveikį atskirų ūkio šakų bei kartu viso ūkio vystymuisi. Disertaciją sudaro keturi pagrindiniai skyriai. Tyrimas pradedamas įvadu ir baigiamas apibendrinamąja dalimi. Įvade pateikiamas disertacijoje gvildenamos problemos aktualumas, tyrimo tikslas, uždaviniai, pristatomi ginamieji teiginiai bei mokslinis darbo naujumas. Pirmame skyriuje atliekama kritinė mokslinės literatūros, kurioje nagrinėjamos TUI poveikio ekonominei plėtrai kryptys, analizė. Antrame skyriuje pristatomi užsienio kapitalo srautų poveikio Lietuvos finansų sektoriui bei apdirbamajai pramonei (AB „Mažeikių nafta“ pavyzdžiu) analizės rezultatai. Trečiame skyriuje pagrindžiamas sukurtas modelis, leidžiantis įvertinti TUI poveikį atskirų ekonomikos sektorių plėtrai Lietuvoje, Latvijoje ir Estijoje. Ketvirtame skyriuje išsamiai nagrinėjamos TUI tendencijos, taikant sukurtą modelį atliekamas kiekybinis užsienio kapitalo srautų poveikio tiek šalies ekonominiam augimui, tiek atskirų užsienio kapitalui patrauklių šakų plėtrai vertinimas, gauti rezultatai ekonomiškai interpretuojami. Disertacijos pabaigoje suformuluojamos tyrimo išvados. Tyrimas autorei leidžia atskleisti sąlygas, kurioms susiklosčius, TUI, kaip įprasta, neduoda laukiamo teigiamo efekto. Manoma, kad šalies ekonominė politika užsienio kapitalo atžvilgiu turėtų būti pasirenkama atsižvelgiant į būdus, kuriais užsienio kapitalas ateina, bei į konkurencinę padėtį konkrečioje ūkio šakoje. Siūlomas moksliniame darbe tyrimo modelis galėtų būti taikomas kaip priemonė TUI poveikiui numatyti. Disertacijos tema paskelbti 7 straipsniai: penki – EBSCO Business Source Complete duomenų bazėje cituojamuose žurnaluose, vienas – recenzuojamame užsienio mokslo žurnale bei vienas – konferencijos medžiagoje, referuotoje Thomson ISI duomenų bazėje. Disertacijos tema perskaityti 3 pranešimai universitetų organizuotose konferencijose.

The thesis attempts to analyse the issues of assessment of the impact of foreign direct investment (hereinafter referred to as FDI) on economic development. According to the results of different research studies, countries’ economic policies stimulating the flows of foreign investment are not always implemented in a proper way: in certain cases, FDI has a negative impact on the economy of a host country, whereas in other cases the positive effect of FDI turns into negative. The aim of the thesis is to formulate the attitude towards the assessment of FDI significance, to reveal and summarize the cases of change triggered by FDI impact on economic development as well as to propose a model that would allow to make a quantitative assessment and to foresee the impact of foreign capital flows on separate economic sectors and on the development of the entire economy. The thesis consists of four main parts, the introduction and the last part presents the summing up of the results of the research. The introduction sets out the theme analysed in the thesis and its topicality, the aim and objectives of research. It also presents the defended theses and scientific novelty of the work. Part One focuses on the ambiguous impact of FDI on economical development and presents a critical analysis of scientific literature. Part Two presents results of the analysis of the flows of foreign capital into the financial sector of Lithuania, and into AB “Mažeikių nafta”. Part Three proposes a logical sequence of analysis for the assessment of the FDI impact in Lithuania, Latvia, and Estonia. The substantiation of its formulation is proposed. Part Four offers a detailed analysis of FDI: the assessment is carried out, and results and their interpretation presented, and the conclusions of the analysis are summed up. The research enables to reveal the conditions, which determine the failure of the usual positive FDI effect. It is believed that the economic policy of the country in terms of the foreign capital should be chosen in respect of the ways of foreign capital inflow and a competitive situation in a specific economic sector. The research model proposed in the thesis can be applied as a means for foreseeing the FDI impact. 7 articles focusing on the subject of the discussed dissertation are published: five articles - in the journals quoted by EBSCO Business Source Complete data base, one article – in the foreign reviewed juornal and one – in conference material and scientific papers in Thomson ISI data base. 3 presentations on the subject have been given in conferences at national and international level.
