Economic assessment of human resource potential in transport sector

Abstract

The dissertation, analyses economic assessment of human resource potential in transport sector and focuses on transport management specialists’ (TMS) example. In recent economic practice, an attempt to evaluate human capital on a national or economy field scale causes a lot of problems, since economic value of organisations is measured mainly according to the criteria of material value, not the human capital. The problem mentioned is especially concerned with transport sector, which is of special importance for development of national eco-nomy. Competent human resources in the field of management have the major influence on transport efficiency. However, little attention has been paid on the role of human factor in the context of transport activity. The object of the pre-sent research is the economic assessment of human resource potential in trans-port sector. The main purpose of this research is to create the model for econo-mic assessment of human resource potential in transport sector, according to qualitative and quantitative criteria. The methods mentioned are applied in the research of the specialists market needs. The objectives of the present research are following: the analysis of transport sector and its human resource potential as the object of economic research; the economic assessment of human resource potential on the theoretical basis; the research methods applied for economic assessment of human resource potential in transport sector; the research of the transport management’s specialists market needs in Baltic Countries. The disser-tation comprises introduction, four chapters, general conclusions, a list of litera-ture, a list of author‘s publications on the topic of dissertation and 14 annexes. The introduction discusses the problem addressed and its relevance, describes the object and methodology of research, formulates the aim and tasks for work, and explains scientific novelty of the work, practical value of the research and defended propositions. In the end of the introduction, the author’s publications and conference reports on the topic of the dissertation and the structure of the dissertation are presented. The first chapter presents the analysis of transport sector and its human resource potential as the object of economic research. The chapter ends with formulated conclusions and the tasks of the dissertation speci-fied. The second chapter provides the analysis of economic assessment of human resource potential on the theoretical basis. The third chapter suggests the me-thods for economic assessment of human resource potential in transport sector. The fourth chapter investigates TMS market needs in Baltic Countries.The final part of the dissertation provides the summary of the results. On the basis of the topic of the dissertation 19 scientific articles were pub-lished and 12 conference reports were given.

Disertacijoje nagrinėjamas transporto sektoriaus žmogiškųjų išteklių poten-cialo ekonominis vertinimas transporto vadybos specialistų (toliau – TVS) pa-vyzdžiu. Šiuolaikinėje ekonomikos praktikoje kyla daug problemų vertinant žmogiškąjį potencialą šalies ar ūkio šakos mastu, kadangi įmonių ekonominė vertė labiau sietina su materialiuoju turtu, o ne su žmogiškuoju potencialu. Ši problema ypač išryškėja transporto sektoriuje, kuris yra reikšmingas šalių eko-nomikai. Transporto efektyvumą labiausiai veikia vadybinė žmogiškųjų išteklių kompetencija. Žmogiškasis veiksnys transporto veiklos kontekste mažai anali-zuotas. Pagrindinis tyrimo objektas – transporto sektoriaus žmogiškųjų išteklių potencialo ekonominis vertinimas. Pagrindinis disertacijos tikslas – sukurti transporto sektoriaus žmogiškųjų išteklių potencialo ekonominio vertinimo mo-delį kokybinių ir kiekybinių rodiklių pagrindu. Šios metodikos taikymo sritis – specialistų rinkos poreikio tyrimai. Darbe sprendžiami keli pagrindiniai uždavi-niai: transporto sektoriaus ir žmogiškųjų išteklių potencialo kaip ekonominių tyrimų objekto analizė; žmogiškųjų išteklių potencialo ekonominis vertinimas teoriniu aspektu; transporto sektoriaus žmogiškųjų išteklių potencialo ekonomi-niam vertinimui skirtų tyrimų metodika; transporto vadybos specialistų rinkos poreikio tyrimas Baltijos šalyse. Disertaciją sudaro įvadas, keturi skyriai, rezultatų apibendrinimas, naudotos literatūros, autorės publikacijų disertacijos tema sąrašas ir 14 priedų. Įvadiniame skyriuje aptariama tiriamoji problema, darbo aktualumas, apra-šomas tyrimų objektas, formuluojamas darbo tikslas bei uždaviniai, aprašoma tyrimų metodika, darbo mokslinis naujumas, darbo rezultatų praktinė reikšmė, ginamieji teiginiai. Įvado pabaigoje pristatoma disertacijos tema, autorės pa-skelbtos publikacijos ir pranešimai konferencijose, taip pat pateikta disertacijos struktūra. Pirmajame skyriuje pateikta transporto sektoriaus ir jo žmogiškųjų išteklių potencialo kaip ekonominio tyrimo objekto analizė. Skyriaus pabaigoje formu-luojamos išvados ir tikslinami disertacijos uždaviniai. Antrajame skyriuje pateikta žmogiškųjų išteklių potencialo ekonominio ver-tinimo analizė teoriniu aspektu. Trečiajame skyriuje pasiūlyta metodika transporto sektoriaus žmogiškųjų iš-teklių potencialo ekonominiam vertinimui. Ketvirtajame skyriuje tiriamas TVS rinkos poreikis Baltijos šalyse. Disertacijos pabaigoje pateikiamas rezultatų apibendrinimas. Disertacijos tema yra išspausdinta 19 mokslinių straipsnių, perskaityta 12 pranešimų.
