Elektroninių viešųjų pirkimų plėtros modelis

Baigiamajame magistro darbe nagrinėjamos Lietuvos elektroninių viešųjų pirkimų realizavimo problemos. Darbo tikslas – suformuluoti elektroninių viešųjų pirkimų plėtros modelį Susisteminti veiksniai, kurie labiausiai įtakojantys e. pirkimų sistemą, išanalizuotos e.pirkimų sistemos efektyvumo sąlygos, vertinama užsienio šalių patirtis šioje srityje. Analizuojami ir lyginami šalyje esantys e. pirkimų sprendimo realizavimo būdai. Tyrimo metu nustatyti veiksniai, labiausiai įtakojantys e. pirkimų sistemos vartotojo pasirinkimą dirbti su esamomis sistemomis. Išnagrinėjus teoriją ir atlikus apklausos rezultatų analizę, pateikiamos baigiamojo darbo išvados ir siūlymai. Darbą sudaro 5 dalys: įvadas, elektroninė valdžia ir jos plėtra, elektroninių viešųjų pirkimų aplinkos veiksnių analizė, elektroninių viešųjų pirkimų plėtra, išvados ir siūlymai, literatūros sąrašas. Darbo apimtis – 86p. teksto be priedų, 22 iliustr., 5 lent., 56 bibliografiniai šaltiniai. Atskirai pridedami 7 darbo priedai. Electronical public procurement realization problems were investigated in the final master thesis. The main target of the thesis was to create a model of the public procurement development. Factors, that influence e - procurement system the most, were systematized; terms and conditions of the e-procurement system effectiveness were analyzed; foreign countries experience in the field was evaluated. Various ways of the local e - procurement solutions realization were analyzed and compared. Factors, that influence a choice of e-procurement system user to work with current systems, were determined during the investigation. Solutions and proposals of the final thesis are presented after the comprehensive theory analysis and analysis of the survey results. Master thesis consists from 5 parts: introduction, e-government and it’s development; analysis of e- public procurement environment factors; development of the e- public procurement; conclusions and proposals, list of publications. Volume of the thesis: 86 pages of the text excluding appendixes; 22 illustrations; 5 tables; 56 bibliographical sources.
