Managing international relations in the sector of culture

Abstract

This dissertation analyses the issues of management of international relations in the sector of culture. The paper pursues the goal to frame managerial solutions for the further development of international relations in the sector of culture, accentuating coordination of the processes running on the international level. To achieve this, the following tasks were completed: identification of the issues of the sector of culture related to the processes of internationalization was done; the manifestation of the European identity was analyzed; the possibilities to maintain horizontal links between the countries were identified; subsequently, the processes of the formation of the common cultural space in the European Union were scrutinized; the comparative analysis of the administrative systems of the sectors of culture in the countries of European Union was conducted; the influence of the factors of various social and economic development on the sec-tor of culture was assessed; the role of the non-governmental sector in the devel-opment of international relations was evaluated, and the practices of formulation and implementation of the cultural policies were studied; managerial solutions designed to harmonize the processes running in the sector of culture were provided via the idea of the Open Coordination as a tool improving administra-tion of the sector of culture in the entire cultural space of the European Union. In the progress of research the common practices of administering the sector of culture were analyzed; the need to maintain international relations was proved; the possibilities to revitalize horizontal links among various subjects operating in the sector of culture were shown; the influences of various factors of social and economic development while building up international relations were assessed, and the changes in the structure of leisure and their impact on the distribution of new products of culture were examined. The managerial model designed to maintain international relations in the sector of culture was framed. The thesis consists of four chapters. The results of the thesis were publicized in 11 conferences. 17 scientific papers were published, including: one referred by the ISI Master Journal List (Web of Science) database (http://science.thomsonreuters.com); three – referred by the EBSCO database (http://www.ebscohost.com); the others – printed in reviewed international con-ference proceedings and in other conference proceedings.

Disertacijoje nagrinėjamos tarptautinio bendradarbiavimo kultūros sektoriuje vadybos problemos. Darbe keliamas tikslas parengti vadybos sprendimus kultūros sektoriaus tarptautinio bendradarbiavimo tolesniam plėtojimui, pri-oritetinį dėmesį skiriant tarptautiniu mastu vykstančių procesų koordinavimui. Rengiant disertaciją buvo sprendžiami tokie uždaviniai: identifikuoti kultūros sektoriaus problemas, susijusias su internacionalizavimo procesais, jas apibrėžti, išryškinti jų sprendimo galimybes vadybos tobulinimo priemonėmis, išanalizuoti europietiškojo kultūrinio tapatumo apraiškas; numatyti galimybes plėtoti hori-zontalius ryšius tarp šalių, o tuo tikslu išanalizuoti bendrosos kultūros erdvės formavimosi Europos Sąjungoje procesus, atlikti Europos Sąjungos šalių kul-tūros sektorių administravimo sistemų lyginamąją analizę; įvertinti įvairių so-cialinės ekonominės raidos veiksnių poveikį kultūros sektoriui; išnagrinėti nevyriausybinio sektoriaus vaidmenį, plėtojant tarptautinius ryšius, išanalizuoti kultūros politikos Lietuvoje rengimo ir įgyvendinimo praktiką; pateikti vadybos sprendimų, skirtų harmonizuoti kultūros sektoriuje vykstančius procesus, įgy-vendinant atvirojo koordinavimo idėją kaip kultūros sektoriaus administravimo tobulinimo mechanizmą bendrajai Europos Sąjungos kultūros erdvei. Tyrimų eigoje išnagrinėta Europos Sąjungoje susiklosčiusi kultūros sektorių administravimo praktika, išanalizuoti poreikiai plėtoti tarptautinį bendradarbia-vimą, atskleistos galimybės aktyvinti horizontalius ryšius tarp įvairių kultūros sektoriuje veikiančių subjektų, įvertinti įvairių socialinės ir ekonominės raidos veiksnių poveikiai plėtojant tarptautinį bendradarbiavimą, išanalizuoti gyventojų laisvalaikio struktūros pokyčiai ir jų įtaka skleidžiant naujus kultūros sektoriuje kuriamus produktus. Parengtas vadybos modelis, skirtas plėtoti tarptautinį ben-dradarbiavimą kultūros sektoriuje ir tuo pačiu įgyvendinti Europos Sąjungoje keliamą atvirojo koordinavimo idėją. Disertacijos tema paskelbta 17 publikacijų, tarp jų – 4 moksliniai straipsniai recenzuojamuose periodiniuose leidiniuose, referuojamuose tarptautinėse duomenų bazėse, įtrauktose į Lietuvos mokslo tarybos patvirtintą sąrašą; perskaityta 11 pranešimų mokslinėse konferencijose Lietuvoje ir užsienyje.
