New MCEQLS fuzzy AHP methodology for evaluating learning repositories: a tool for technological development of economy

The paper is aimed to present a new methodology to evaluate the quality of features and functionality of learning object repositories (LORs). LORs quality of features and functionality is analysed in terms of engaging LORs users and content producers and thus can be referred as LORs quality-in-use. This methodology consists of creation and consequent application of LOR quality-in-use model and methods. LOR quality-in-use model is presented in the paper. The methodology for evaluating LOR quality-in-use is based on general MCEQLS (Multiple Criteria Evaluation of the Quality of Learning Software) approach to evaluate the quality of learning software. The essential part of the novel methodology is application of improved Fuzzy AHP method to establish LOR quality-in-use criteria weights. It is shown that the methodology created is suitable and stable for evaluating the quality of LORs features and functionality. The results of the expert evaluation of quality-in-use of three LORs most popular in Lithuania against the methodology proposed are presented in more detail. The novelty of the presented research is the novel instrument consisting of LOR quality-in-use model and Fuzzy AHP method. Presented methodology could serve as a technological tool for decision making in education overall and in different areas of economy.
