Abstract
Public governance and problems of public sector are inseparable from social – economic and political life. Due to the acceleration of globalization, when the private companies operate in different countries, the problem of heterogeneity of legal regulation rises. The goal of the article is to analyse theoretical models of public administration and measures of public administration which employment would stimulate inward foreign direct investment (FDI). The authors, in the line of systems theory, propose the scheme of FDI initiatives, which includes public measures for both home and host country.
