Darbų sauga, sveikatos apsauga darbe ir darbo inspekcijų veiklos tobulinimas Europos Sąjungoje: šiuolaikiniai iššūkiai

Šiame straipsnyje nagrinėjamos darbų saugos ir sveikatos apsaugos darbe sistemai būdingos problemos, iššūkiai ir tobulinimo prioritetai, reikšmingi šiuolaikinėmis Europos integracijos bei Europos Sąjungos socialinės ir ekonominės erdvės modernizavimo sąlygomis. Aptariami Europos Sąjungos šalių darbo inspekcijų veiklos tobulinimo poreikiai ir prioritetai. Pagrindinis dėmesys skiriamas darbų saugos ir sveikatos apsaugos darbe sistemų ir darbo inspekcijų veiklos tobulinimo Europos Sąjungoje unifikavimo problemoms ir procesams, pasireiškiantiems bendros socialinės ir ekonominės erdvės kūrimo Europos Sąjungoje sąlygomis. Pažymėtas poreikis adekvačiai atsižvelgti į raidos procesų bendroje socialinėje ir ekonominėje erdvėje Europos Sąjungoje įvairovę. Yra paminėti sunkumai įgyvendinant bendrus darbų saugos ir sveikatos apsaugos darbe sistemų ir darbo inspekcijų veiklos tobulinimo Europos Sąjungoje standartus, ypač atsižvelgiant į socialinės ir ekonominės raidos sąlygų įvairovę. Parodyti poreikiai liberalizuoti darbų saugos ir sveikatos apsaugos darbe sistemas ir darbo inspekcijų veiklą Europos Sąjungoje. Parodytos galimybės darbų saugos ir sveikatos apsaugos darbe tobulinimo bei darbo inspekcijų veiklos aktyvinimo srityje atsižvelgti į Europos Sąjungoje vykdomos Rytų partnerystės politikos iššūkius. Detaliai aptariami poreikiai ir prioritetai plėtoti praktinę veiklą ir mokslinius tyrimus, skirtus darbų saugos ir sveikatos apsaugos darbe sistemų ir darbo inspekcijų veiklos tobulinimui Europos Sąjungoje, atsižvelgiant į gerokai platesnį globalizacijos, darnios plėtros, žmogaus ir gamtos saugos, internacionalizavimo procesų, naujų Europos integracijos iššūkių kontekstą. Problems, challenges and improvement priorities of the system of safety and health at work in the context of the processes o f contemporary European integration and modernization of the social and economic space in the European Union are analyzed in this theoretical article. The needs and priorities of improvement of the labour inspectorates’ activities in the countries of the European Union are discussed. The main attention is paid to the problems and processes of unification of the systems of safety and health at work and ofthe labour inspectorates’ activities in the European Union under the conditions of creation of common social and economic space in the European Union. In the article, the need is emphasized for adequate taking into account of the variely ofthe development processes in the common social and economic space of the European Union. Difficulties in the implementation of unifted standards of safety and health at work and of the labour inspectorates’ activities in the European Union, especially those depending on the diversity of the conditions of social and economic development are mentioned. Needs for liberalization of the systems of safety and health at work and of the labour inspectorates’ activities in the European Union are shown. Opportunities in the system of safety and health at work and of the labour inspectorates’ activities to react to the challenges o f the Eastern Partnership policy o f the European Union are shown. Needs and priorities related to practical activities and scientific research on the problems of safety and health at work and the labour inspectorates’ activities in the European Union are discussed in detail in a much vvider context of the processes of globalization, sustainable development, human and environmental safety, internationalization processes and new challenges of European integration.
