Knowledge-based society and knowledge economy creation: development tendencies in the European Union in the context of globalization

Abstract

New challenges and social, economic, technological, as well as political and cultural development tendencies in the European Union in the context of the contemporary global transformations and knowledge based society and knowledge economy creation processes are defined as especially important direction of the scientific research and studies and are analyzed in this article. The complexity of global transformations and the knowledge based society creation processes, as well as the processes of the European integration is analyzed in the article. Main attention is focus on the idea that the creation of the knowledge based society and knowledge economy is perceived as one of the most important priorities of the modern society and its lifestyle development, as well as of social, economic, political development, science and technological progress, especially – in the European Union. New aspects of the research on the knowledge based society and knowledge economy creation processes are described, including – new aspects of public governance and its improvement.

Šiame teoriniame straipsnyje nagrinëjamieji nauji iššūkiai, taip pat ir socialinės, ekonominės, technologijų pažangos, kultūros bei politinės raidos tendencijos Europos Sąjungoje, pasireiškianèios šiuolaikinių globalių transformacijų ir žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo procesų kontekste, yra apibrėžiami kaip itin reikšminga mokslinių tyrimų ir studijų kryptis. Straipsnyje yra parodomas ir analizuojamas globalių transformacijų ir žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo, taip pat ir Europos integracijos procesų kompleksiškumas. Pagrindinis dėmesys yra skiriamas idėjai, jog žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimas yra vertintinas kaip vienas svarbiausiųjų modernios visuomenės bei jai būdingo gyvenimo būdo tobulinimo, taip pat ir socialinės, ekonominės, technologijų pažangos, kultūros bei politinės raidos prioritetų, ypač - Europos Sąjungos sąlygomis. Išryškinami nauji aspektai, charakteringi žiniomis grindžiamos visuomenės bei žinių ekonomikos kūrimo procesų tyrimams, tame tarpe – nauji viešojo valdymo bei jo tobulinimo poreikių aspektai.
