Public administration shapes economic prosperity, social cohesion and sustainable growth. It moulds the environment for creation of public value (European Commission 2016). Some general considerations can be given concerning obstacles and improvement of implementation of tools of public value capture. These considerations are the result of our COST Action Public Value Capture of Increasing Property Values as well as literature review. The debates focus on specific issues such as the appropriate degrees of land use and environmental regulation, the extent of government powers to take land for public needs and whether the increment in value due to government decision should be recouped for the public (Alterman 2012). The first step of implementation is the establishment of legal norms for mandatory or voluntary proceedings of public value capture and these regulations must be known and accepted in the local governments (Hendricks 2015).
