Abstract
This article is both theoretical and an applied one. It is actuality determined by the necessity to form the theoretical background for setting up the e-government. Sometimes practical applications are carried out in directions, which are not covered by applied scientific developments. This is the reason for the low efficiency of e-government projects implementation. Unlike similar projects of corporate automation, investment in e-government does not lead to a significant reduction in public spending or qualitative changes in governance. At the time when the business is developing management innovation create new business processes and organizational forms, such as virtual enterprises, the state automates the business processes of the 20th century.
