Inovacijų potencialas Europos Sąjungoje: transformacijų procesai ir tinklų sistemos tarptautinėje ekonomikoje

Abstract

inovacijų inicijavimo, skleidimo ir įgyvendinimo praktikoje nėra reikiamu mastu atsižvelgiama į daugialypes sinergetinių efektų gavimo ir raiškos galimybes, tarp jų į tas galimybes, kurios yra būdingos išskirtinai Europos Sąjungai; šiuolaikinėse teorijose, skirtose inovacijoms ir jų vadybai, nėra reikiamu mastu išnagrinėtos galimybės įvairių sinergetinių efektų pagrindu kurti ir įgyvendinti inovacijas, orientuotas į esminius technologinius proveržius bei kokybinius pokyčius šiuolaikinei visuomenei svarbiose gyvenimo srityse; tiek praktinėje veikloje, tiek ir šiuolaikinėse teorijose stokojama dėmesio tokiam inovacijų aktyvinimo požiūriu reikšmingam reiškiniui kaip tarptautinių tinklų tipo organizacijų kūrimasis ir veiklos plėtojimas; nėra suvokiama, kad tarptautinėje ekonomikoje iš esmės vyksta transformacija į tinklų tipo ekonominę sistemą ir nėra įvertinamas šios transformacijos poveikis situacijai inovacijų aktyvinimo srityje. Inovacijų potencialas Europos Sąjungoje yra suvoktinas kaip ypač sudėtinga sistema, kurioje yra akumuliuotos išskirtinai didelės galimybės inicijuoti, kurti, skleisti ir įgyvendinti inovacijas visose šiuolaikinei visuomenei aktualiose socialinio ir ekonominio gyvenimo bei mokslo ir technologijų pažangos srityse.

In the scientific literature there has been no dimension of innovation potential in the European Union designed to highlight peculiarities of the European Union, as a complicated cultural, economic, technological, political and social system, offered yet; In the practice of innovation, there is no appropriate attention attached to the innovation, dispersion and implementation of innovations to the multitude possibilities of realisation and expression of synergetic effects, including those possibilities which are exceptionally typical of the European Union; The modern theories which are dedicated to innovations and their management fail to appropriately carry out various synergetic effects based analyses that could provide possibilities for the development and realisation of innovations oriented towards the essential technological spurts and qualitative changes in the areas of life that bear great importance to the modern society; In accordance with practical activity and modern theories there is the lack of attention given to the phenomenon which is important from the point of view of activation of innovations such as establishment and development of international networks based organisations; There is no understanding that the international economy in fact is transforming into the networks based economic system and there has been no assessment made of the effect the ongoing transformation makes to the situation with regard to the activation of innovations.
