Abstract
A geographic information system consists of geographically oriented graphical and attributive data. These data are needed for all kinds planning. Many aspects related with the delivery of permissions to build and destroy structures are analysed and presented in this article. The procedure is described in detail with examples of requests and permissions to build and destroy structures. The data are collected in this project and the state of construction in analysed at several levels. Comparisons are made to establish the change of given permissions to build in Lithuania in 1995-1996 and the change of the number of structures accepted for use not only in Vilnius but in its districts too. The comparison is made to establish to change of the number of uncompleted structures. Analyzing the state of construction in Lithuania was made the attention was also given to financial problems. The GIS is presented in this project, in which the data base connected with graphical information forms the foundation. The data base was formed in Vilnius and it was connected with the plot attributive data base, so the GIS was obtained in such a way, which allows to manipulate with the presented data. Using this system it is easy to find the plot in the city plan where the individual building is implemented if the permissions was given in 1995 - 1996. So the user of that plot is found and the information is got about the building construction in it (volume, area, number of floors, type and so on). This created system (GIS) is offered to use in the state inspection department of building structures in Vilnius.
