Since the beginning of ninth decade of XX century the mood to reform the public sector administration overwhelmed many developed countries. In Anglo-Saxon countries the particularly intense manifestation to movement of changes got a name of ,,New Public Management" (NPM). Seeking to fill the gap of knowledge about New Public Management in Middle and Eastern European countries the case of Lithuanian Republic and Energy sector management reform was selected, optimal model for sector reorganization and methods to how attract the private capital to the sector are described in this article.
