dc.description.abstractThe European building stock is a major contributor to energy waste and CO2 emission. Multi-storey buildings form a significant proportion of this building stock - 13 % in the old EU member states and more than one third in the new Central and Eastern European member states. Here, the prefabricated housing stock is predominant, characterized by an enormous maintenance backlog and very low structural and thermal quality. So far, no comprehensive strategies have been developed in the countries to start energy efficient, sustainable multi-storey housing refurbishment. Especially effective legal and administrative structures need to be developed, energy efficient refurbishment measures chosen, sustainable housing refurbishment implemented. The main benefit of buildings refurbishment is usually considered as saving of energy. It is obvious, however, that most energy saving measures allows not only to save energy, but also to improve the building’s condition and in turn to increase the value of a building. All these tasks should be managed as a complex system in order to achieve refurbishment sustainability effect. The main purpose of this article is to present decision-making model for sustainable building refurbishment in order to select energy efficient measures basing on sustainable refurbishment concept. Research consists of three parts: the first formulates the concept of energy efficiency management in sustainable buildings refurbishment, the second presents the decision-making process, its’ structure; and in the third part the decision-making model for sustainable building refurbishment from energy efficiency aspect is proposed.eng
