Abstract
Sioje situacijoje vienas iš pagrindinių valdžios institucijų uždavinių yra rasti būdus, kaip formuojant miesto plėtros politiką ir architektūrą valdyti ir sudaryti prielaidas visuomenei tapti naujo tipo aktyviai bendradarbiaujančia, dalyvaujančia miesto kūrimo procesuose pilietine visuomene. Sių problemų sprendimas yra svarbus siekiant gamtinės, ekonominės ir socialinės aplinkos ir miestų architektūros darnos. Siuolaikinių ITT taikymas suteikia unikalių galimybių sprendimų priėmimo procesą padaryti skaidrų ir įtraukti į jį miesto bendruomenės narius. Savivaldybės tarnautojams taip pat reikia suteikti atitinkamą veiklos laisvę, atitinkamai padidinti jų atsakomybę už priimtus sprendimus ir užtikrinti sprendimų skaidrumą. Reikalinga racionali ir skaidri sprendimų parengimo, priėmimo ir vykdymo kontrolės sistema įtraukiant miesto bendruomenės narius ir aktyviai naudojant šiuolaikines ITT. Tai sudarys prielaidas operatyviai reaguoti į iškylančias problemas, greitai ir skaidriai spręsti būtiniausius miestų reikalus ir miesto ūkio plėtojimo uždavinius. When realising city architecture policy strategic objectives, it is necessary to constantly improve the organisational-managerial structure ofthe city development department by evaluating the newly functioning principles under democratic planning conditions, as well as e-autonomy, the e-government conception and opportunities. This happens when inconsiderate and irrational decisions are mad in the city planning sphere. It happens because of inaccurate and poorly motivated distribution of rights, commissions and responsibilities among the municipality and other administrative institutions, amongthe structural element, employees and the society. Commissions make the basis for the managing process that is a law or order, or implement predicted actions. It is very important to ensure good actions and work coordination by rationally sharing responsibilities between elements and employees, as wellas society organisations. In such a situation, one ofthe main objectives for the governmental institutions is to find out how they could, byway offormingcity architecture, steer andprovide assumptions for social organisations to become a new type of an activelycooperatingsocietyparticipatingin city creating processes—a citizen society. Research ofthe aforementioned problems is important while seekinga natural, economic-social environment and city architecture harmony. It is necessary to give appropriate working liberties for municipality employees and to raise their responsibility related to decision-making. A rational control system of solution provision, taking andproceedingis necessary. It would make assumptions for responding operatively to the growing problems and solve the most important city affairs quickly.
