Parengta 2007–2013 m. Sanglaudos skatinimo veiksmų programos I prioriteto „Vietinė ir urbanistinė plėtra, kultūros paveldo ir gamtos išsaugojimas bei pritaikymas turizmo plėtrai“ VP3-1.4-AM-02-V priemonės „Biologinės įvairovės ir kraštovaizdžio apsauga“ valstybės projektų sąrašo Nr. 01, patvirtinto Lietuvos Respublikos aplinkos ministro 2011 m. kovo 18 d. įsakymu Nr. D1-237, projekto „Kraštovaizdžio apsaugos ir tvarkymo optimizavimas, įgyvendinant Lietuvos kraštovaizdžio politiką“ (projekto kodas Nr. VP3-1.4-AM-02-V-01-012) priemonės „Kraštovaizdžio apsaugos ir tvarkymo gairės valstybiniams keliams ir geležinkeliams parengimas“ metu. This publication was prepared as part of the project „The Optimization of the Landscape Protection and Management, Implementing the National Landscape Policy“ carried out by the Ministry of Environment in 2011-2013 within the framework of EU Cohesion promotion policy. Having in mind the complexity of the task, the Guidelines were prepared in close relationship and collaboration with various specialists with different educational background (roads engineering, architecture, landscape architecture, traffic safety, geography, biology, etc.) and different experience in infrastructure planning, road design, environmental impact assessment, administration, etc. The manual consist of 10 chapters and 3 annexes. It is illustrated by maps, schemes, photos and drawings. Lithuanian and world-wide experience and examples are analysed. In the introduction (Chapter 1) the historic and contemporary understanding of landscape is presented emphasizing the concept of landscape revealed in European Landscape Convention. There the role of sustainable road development is explained and the goals of the Guidelines are specified. Chapter 2 presents the Lithuanian landscape character. Historic changes, components of the landscape and its complexity are shortly described. Types of natural and cultural landscape are laid down; up-to-date knowledge about the landscape morphology is set out. In this chapter a reader is introduced to some peculiarities of ethnographic regions, one will get familiar with the system of cultural heritage, the system of protected areas as well as the system of ecologically sensitive (Lithuanian nature frame, econetwork, green infrastructure) and aesthetically valuable areas.
