Abstract
Authors of this article analyze the process of innovation policy structure selection and prioritization from the perspective of national knowledge intensive industries. Innovation policy is analyzed in the context of the National Innovation System (NIS) development procedure. The systematic approach to innovation gives a realistic view of innovation processes and can hence serve as a suitable framework to derive innovation and technology policy measures. In order to utilize the systematic approach for the formulation and implementation of the innovation policy there is a need to analyze the relations between the system and the national innovation processes in high technology sector. The research presented in this article reveals the correlations between the subsystems of NIS and the need for the support in certain phases of innovative processes in Lithuanian knowledge intensive industries. The described study shows that the opinion of knowledge intensive companies regarding the priorities for certain NIS subsystem development depends on the industry sector, size and maturity of the analyzed companies. In order to achieve the development of certain sectors of industry special combination of innovation policy actions, instruments could be proposed. By taking the advantage of the identified correlations the spectrum of innovation policy instruments and the courses for the development of NIS could be adapted to the existing needs of one of the main actors for national innovation climate – knowledge intensive industries.
