In addition, the author's overview of a variety of implementation of the suggested models in different countries of the European Union is performed in the paper. Theoretical framework for the measurement of high technology development is also discussed here. The author foresees some general guidelines for analysis of high technology development. As a result, the author’s suggestion to investigate processes of high technology development based on three main factors: total investment, labour productivity, expenditure on research and development — is raised. Analysis of performance of Lithuanian sector of high technology in the context of the European Union is based on data, provided by European Statistical Bureau Eurostat and Organisation for Economic Cooperation and Development.
