Abstract
A very important aspect of restructuring the transport sector is the development and improvement of the legal basis, its harmonization with the EU legislation. However, there are still some differences in the transport regulatory system which impede the integration process. The Lithuanian road transport, in comparison with other transport modes, has most significantly moved towards integration into the transport service market of Western and Eastern Europe. In order to ensure the survival of the Lithuanian transport industry the Government must continue influencing local and international transport. The Government must promote the development of market relationship in the transport sector. While there are benefits to be gained from the deregulation of the transport industry, the Government must try to avoid the negative effects of deregulation. Deregulation influences such key factors as costs, circulation constraints, vehicle specifications, access to market and infrastructure development and utilization. It is expected that the liberalization and deregulation of the Lithuanian transport market will improve the transportation capacity, efficiency and quality. Many new road carriers are expected to try to enter the international market. The price of transportation services must decline for the road and railway transport. Legal regulatory changes and investments into the information system development will affect private passenger and freight fleet operators and raise the customer service quality.
