Abstract
The article presents the continuation of consideration on life quality parameters - one of the main chapters in the Master Plan of the territory of Lithuania. The first part of the consideration on this issue was published in our journal „Town Planning and Architecture" No 2(24), 1997. In this article the author describes an original method proposed by him how to establish a gradual sequence of measures directed to improve the life quality parameters in order to reach the maximum of their effectiveness. For this purpose an objective method of mathematical statistics was used. The 20 parameters considered were distributed into two contrasted groups of „cause" and consequence. Further the Spearman’s rank correlation coefficient between each of them was estimated. The sense of this procedure was based on the following presumption: the closer is the interrelationship between the parameters of the pairs of both groups the more important is the influence of the „cause" parameters on the „consequence" parameters. A computerized calculation of statistical ties disclosed a strong or sufficient interrelationship between the contrasted groups of parameters, and it enabled to line the „cause" life quality parameters according to their importance (and influence on the „consequence" parameters). The sequence of this line (and the necessary programme of their improvement) was the following: 1. Habitation conditions. 2. Earnings. 3-4. Job activeness and educational level. 5. Unemployment. 6. „Second home". In the Master Plan this sequence was supplied by the calculation of necessary quantitative data.
