Information technology for Lithuanian roads
Abstract
Information about reads provided in due time, at the right place and to the right people gives an opportunity of effective governing of the country and solving problems related to roads. It is necessary to decrease the number of road accidents as well as transport operating costs and to increase the speed of communication. All this depends to a great extent on roads and condition of their pavement as well as on the availability of information about roads. Standards and requirements of the program "Lithuania 2000" were taken into consideration when information technology, information - processing software and communications were constructed. A survey of analogical systems of different European countries has been made and cooperation possibilities ascertained. We have received real assistance from Swedish National Road Administration and Swedish consulting firm CAP PROGRAMATOR. In 1993 a project which foresees strategy of Lithuanian road information technology implementation was worked out. Structure of Lithuanian Road Administration, the organisation heading Lithuanian road sector has been described as well as its relations with leading and subordinated organisations. Relationship between DB and separate divisions, internal and external users and information suppliers has been foreseen. Responsibility of the staff connected with DB for a concrete field was defined and qualitative requirements formed. The amount of investments necessary for implementation of the project has been estimated. Financial support from European Bank of Reconstruction has been received already.
