Abstract

Lietuvos kariuomenės ryšių su visuomene viešojo administravimo tobulinimas yra aktuali problema, po nepriklausomybės atkūrimo moksliniu požiūriu dar nenagrinėta ir reikalaujanti konstruktyvių teorinių ir praktinių sprendimų. Šio straipsnio tikslas ir yra atskleisti Lietuvos kariuomenės ryšių su visuomene sistemos svarbą ir tolesnės raidos galimybes bei viešojo administravimo priemonėmis suaktyvinti jos funkcionavimą. Realizuojant minėtąjį tikslą darbe apibrėžiamos prie Lietuvos kariuomenės ryšių su visuomene sistemos kūrimo bei jos institucijų viešojo administravimo prisidedančios grandys, atskleidžiamos jos plėtojimo perspektyvos, išryškinamos prioritetinės problemos ir numatomi jų sprendimo būdai, tiriami Lietuvos kariuomenės ryšių su visuomene sistemos pagrindiniai elementai, analizuojama renginių dinamika, jų prasmė ir vaidmuo. Following restoration of Lithuania's Independence improvement of public administration of the Lithuanian Army public relations has become one of the most urgent issues, which so far has not undergone proper scientific analyses and, therefore, requires constructive theoretical and practical decisions. The present work aims at revealing a system order of the Lithuanian Army public relations as well as at developing and improving its functioning by introducing perspective public administration measures. To achieve this goal the present work tries to define supplementary units and institutions of the Lithuanian Army public relations system development, its development perspectives and to point at priority problems as well as ways of their resolution. It also seeks to make research of the principal elements of the Lithuanian Army public relations system and to analyse dynamics, objectives and importance of its organised events. The present paper reveals the role of international co-operation in development the Army's relations with the public and in improvement public administration of these relations in the context of globalisation processes and Lithuania's integration into the EU and NATO. In order to improve administration of the Lithuanian Army public relations the author of this paper presents some practical and theoretical proposals.
