Abstract
2002 metų sausio 28-31 d. Japonijoje, Saporo mieste įvyko XI tarptautinis žiemos kelių kongresas, sukvietęs rekordinį šios srities specialistų skaičių per visą kongresų istoriją. Nuolatinės tarptautinės kelių kongresų asociacijos (PIARC) organizuojami žiemos kongresai vyksta kas ketveri metai tose šalyse ir miestuose, kur žiema nėra neįprastas reiškinys. paskutinieji žiemos kelių kongresai vyko 1998 m. Lulėjyje, Švedijoje, 1994 m.- Insbruke, Austrijoje, 1990 m. - Tromse, Norvegijoje. Juose jau dalyvavo Nepriklausomos Lietuvos Lietuvos kelininkų delegacijos, buvo skaitomi moksliniai pranešimai. On January 28-31, 2002, the 11th International Winter Road Congress was held in Sapporo town in Japan. It attracted the record number of this field specialists during the whole history of the congress. Winter Congresses arranged by PIARC take place every four years in those countries and towns in which winter is a very usual phenomenon. The last Winter Road Congresses were held in 1998 in Lulei, Sweden, in 1994 in Innsbruck, Austria, in 1990 in Troms, Norway. Delegations of road engineers of the Independent Lithuania also took part in the Congresses and delivered scientific reports. Japan has the population of 126 millions and according to th is indicator it is eighth in the world. The inhabitant density is one of the greatest in the world, i.e. 334 inhabitants in a square kilometer. The automobilization level in Japan reaches approximately 600 vehicles per 1000 capita (in Lithuania in 2000 this indicator was 327). The total length of roads in Japan is approximately 1,16 million kilometers; 6,5 thousand km of them are main roads, around 53, 7 km - national roads, around 128 thousand km regional roads, around 972 thousand km other type roads. Japan is proud of the tunnel, which is longest in the world and lasts 53 kilometers (it connects Hokkaido and Honshu isles). The 11th International Winter Road Congress was held in one of the biggest structures of Japan, i.e. Sapporo Dome. Around 2500 participants from 62 foreign countries and Japan were present in he Congress. Lithuanian delegation consisted of 25 persons (Estonian - 25, Latvian - 12). 169 reports were delivered in six individual sections of the Congress. Representatives from 26 countries of the world spoke about the most urgent issues related to road maintenances in winter. During the Congress, there were two exhibitions inside and outside the building, they featured more than 570 exhibits of snow and ice removal technologies, machines, satellite control of cleaning machines, intellectual transport systems, information systems of weather conditions on roads, etc. The report on the winter road maintenance in Lithuania, Latvia and Estonia was delivered by dr. Virgaudas Puodziukas, Director general of Lithuanian Road Directorate. We think, that the urgent problems discussed in the Congress discussions, o during exhibitions and technical rounds among representatives of different countries, as well as the proposals will be used when maintaining winter roads in Lithuania, installing new technologies, or training high quality specialists. Being in Sapporo, the members of Lithuanian delegation noticed that road maintaining operators do not try to remove ice or snow from the roads complete without leaving any of it on the road or the sidewalk.
