Abstract
A big quantity of unfinished houses was discovered after the analysis of the individual houses. According to the Statistics Department data for 2001 it makes up to 2,5% of the whole Lithuanian house-building fund. These unprepossessing, big, uneconomic, morally out-of-date, unfinished, but already requiring reconstruction buildings have become a serious state problem. The selection of ineffective design or building with no supervision of the design, old technologies, the wrong evaluation of financial risks according to personal possibilities, and general economical situation of the state – these are just few of the reasons to be mentioned.
