The problems of financing Lithuanian research and teaching institutions are analysed in the article. The method of calculation of the cost of studies, scientific research and administration is presented. It is indicated that the state allocates less than 50 % of the means necessary for the financing of common expenses. Lithuania lags behind the EU and other countries according to the part of the gross domestic product allocated for higher education and means for one student. The information about the buildings and other premises being used by the VGTU is presented, their state and the need of renovation are discussed. The analysis of infrastructure is made in the context of other higher schools. Stimulating the cooperation of science and business and the expansion of higher technologies it is necessary to set up a cluster of knowledge economics in Saulėtekio aveniu. Additional financing such as the EU structural funds, Lithuanian and foreign banks loans are necessary for the solution of these problems.
