Abstract
In multiple criteria evaluation an essential problem is the determination of weight of particular criteria. These criteria are usually interconnected forming an hierarchical structure, which complicates the solution. In this context, the following major tasks relating to multiple criteria evaluation of complex phenomena and values should be performed. First, the organizing principles behind the above hierarchical structures should be identified by considering the particular interrelated criteria. Second, the systems representing generalizing criteria taking into account both values and weights should be determined. In hierarchical structuring of interrelated values the suggested matrix of their step by step comparative analysis may be efficiently used. It may help to determine the hierarchical level of any element of the system as well as its relationship with other elements.
