Lithuania has established comprehensive accident databases, accident locations have been accurately registered, the amount and accuracy of other data necessary for the accident analysis, i.e. traffic volume and its change, road safety measures and exact sites for their implementation, etc., has highly increased. All this enables to collect reliable data, to carry out detail accident analysis, to revise the list of road safety measures and their impact coefficients, to more accurately forecast accident indices, to carry out economic evaluations. This article gives improved methodology for the substantiation of road safety improvement measures. Improvement of the currently used methodology took into consideration the results of the analysis of road safety measures implemented in a period of 12 years on the roads of Lithuania, also the experience, methodologies, road safety improvement measures and their effects on traffic safety in foreign countries.eng
