Development of public sector: the efficiency of public institutions

While striving to achieve efficiency in public sector there may be used different methods and technique; quality cycles and management, renewal of work conditions and development of contract systems, time-table of alternative working hours, analysis of organisation and personnel needs, etc., which by specialists, working with public administration problems are categorised into three groups: 1. changes in work process, 2.changes in employee behaviour, 3. changes in management process (Rosen £., 1993). Essentially, ideas of modernising the public sector most often have antibureaucratlc (antl-weberlst) provisions. In agreement with them, the modernisation of public sector requires global changes In conception of public organisations and strategy of public sector modernisation as a crucial efficiency f actor of public sector activity. In the last part of the paper three selected issues are analysed in more detailed way - Administrative Creativity, Efficiency and Bureaucracy, Appraisal.
