Training of specialists in high schools is not sufficiently regulated to demands of labour market. This results is poorer employment opportunities. Education results in more successful adjustment in labour market. The unemployed who have university education comprise only 5% of all unemployment. Colleges as the new body of high schools occupy adequate position in the system of university education because training of specialists is more interrelated to shaping the practical skills and training managers who are capable of organizing average and small business. To little attention are paid to adult training, though requirements for such training grows up.
