Efficiency of civil servants: ehhancement of systems of qualification improvement in conditions of the transitional period

Abstract
Effors to increase efficiency of civil servants should be viewed as a significant factor facilitating modernization of the contemporary state and development of the contemporary society. The main precondition of improving efficiency of civil servants is designing and developing systems for systematic and comprehensive training and qualification improvement, which are to ensure constant increase of the whole potential of civil service by means of improving intellectual abilities, knowledge, skills and capacities of civil servants that would correspond to increasingly high requirements and expectations posed by today's highly dynamic world. Priority direction of the qualification improvement system development is improvement of strategic planning of management in respect of the system development. More attention to the problems in the area of qualification and efficiency improvement of civil servants is an important condition for further development of sound society in the countries of Eastern and Central Europe.
