The growth of towns and their reconstruction in every stage of the development changes the characteristics of structural units of the town, defines their significance with the respect to other territorial units. Wide urbanistic investigations of Žvėrynas district enable to make a conclusion that the district is to be considered the zone of high urbanistic importance as well as an unseparable all-town centre part. On the other hand, the lower functional potential of workplaces and residential places in comparison with the everage of extended centre of the city envisiges the demand for intensive functional development of Žvėrynas district. Taking into account this factor as well as having good transport service with the centre of the city, the territory of Žvėrynas district can be the place for creating of new working places and service institutions. Considering the demand of the whole town and its centre as well as the demand of Žvėrynas district for various building units, it is desirable to expand the construction of trade, catering, service, administrative institutions, the institutions of education and culture, commercial and other offices and firms as well as sports facilities institutions. It is desirable to concentrate these building units and, particularly, those having all-town significance in the northern part of Žvėrynas district. The sell of the plots or living quarters as well as their lease is to be carried out in close coordination of the needs of residents with the possibility of maximum financial income into town budget.
