Evaluation of the effectiveness of the public sector in Lithuania
Abstract
Evaluation is an essential component of any expenditure management system. It is accepted management theory and practice that evaluation findings can assist the government in budgetary decisions and provide an opportunity to improve the management of projects and programs. The article analyses the following issue: I) Evaluation techniques. There are many different types of evaluation tools and they cun be used in a vurieiv of ways. Although these tools are related, the different terminology used by evaluation practitioners can lead to confusion. 2) Objectives of the public sector. The function of government is to ensure provision of public goods and service for safety and security of its population and so promote harmonious living conditions and general weijun and weil-btin^ among the people its is serving, 3) Improving effectiveness: issues and strategies. Strategies for implementing policies and programmes to achieve objectives are crucially important.
