dc.description.abstractIn recent years, there has been a growing interest in the scholarly communication system. The exponential growth of the primary literature and the cost of distributing information has put serious strain on the financial resources of libraries of higher education institutions and students. The market for primary literature is not flexible enough and is one reason why interest in electronic publishing is growing. University publishing houses are at the cutting edge of electronic publishing, often working in collaboration with each other, with their university libraries and with scholarly societies. The academic and research community has already begun considering the differences between the electronic and print media for publishing, including the rate of the publishing process. There is a need to increase the quality of services rendered by the study and research sector and to decrease the gap in terms of quality, with such services rendered by advanced countries of the European Union (EU). Lithuanian higher education institutions have started the gradual implementation of a general Lithuanian research and studies electronic publishing system. This system includes the preparation ofe-documents, storage, search, production and submission ofc-information for individual users.eng
